TITLE: Principal Radio Consultant

Position Summary:

Acts as principal engineer and/or performs advanced engineering services for RF communications systems including land mobile (FCC Parts 90/22), microwave, In-Building Distributed and other operable and interoperable APCO Project-25 communication wireless systems. Directs and manages project schedules of senior consultant staff and engineering management in report preparation, customer presentation, engineering analysis, data interpretation, RF Coverage map studies, traffic loading analysis, network switch statistics analysis, proposal generation, etc. Coordinates assignment of technical resources for clients requiring long range communication system procurement planning and disaster recovery operations of public safety radio communication networks.

Performs FCC license assistance and is an experienced radio communications professional witness.

Education: BS in Electrical Engineering from an accredited university.

Experience: Minimum of twenty-five years experience in land mobile and microwave communications engineering. Twenty years experience in the design, development and implementation of public safety radio networks, operable in the VHF, UHF, 700/800MHz frequency bands. Should have designed and implemented private radio systems using single-sideband, FM, digital and Project-25 modulation formats. Should have deployed radio configurations have included wide-area, simulcast one-way paging; urban-area multisite simulcast FM radio systems; APCO-16 and APCO-25 simulcast radio systems; ribbon/loop hot-standby and space-diversity analog and digital microwave systems.

TITLE: Radio Consultant

Position Summary:

Performs on-site/off-site engineering services for RF communications systems including land mobile (including, but not limited to, FCC Parts 90/22), microwave, In-Building Distributed and other operable and interoperable APCO Project-25 communication wireless systems. Skilled in radio system needs assessment, infrastructure inspection services, problem identification services, report preparation, customer user interviews, engineering data collection, data interpretation, RF signal level data collection in support of coverage analysis, and collection of traffic load analysis data.

Performs technical and operational analyses of radio communication infrastructures inclusive of: equipment shelters, radio dispatch centers, electrical power systems, battery backup systems, communication towers, electrical grounding systems, HVAC systems, standby generator equipment, lightning protection systems and devices, cable management, and tower load evaluation services. Performs on-site evaluation of radio communication dispatch center operations, functionality and survivability assessments.

Education: Minimum BS in communications technology from an accredited university or community college or specific military radio communications and/or electronic support training for not less than 4 years.

Experience: Minimum of two years in the field of radio communications network design or implementation.

TITLE: 911 Dispatch/Communications Consultant

Position Summary:

Performs an analysis of existing dispatch operations, giving consideration to staffing levels, dispatch protocols and levels of services provided. In order to effectively complete this level of analysis, a review of Standard Operating Procedure Documents from the Primary and Backup Dispatch facilities is typically a pre-requisite to on-site activities.

Conduct independent assessments of dispatch procedures using Commission for Accreditation of Law Enforcement Agencies (CALEA) standards in conjunction with standards from the National Emergency Number Association (NENA), the National Fire Protection Association (NFPA) and Insurance Underwriters for the basis of our analysis.

The nature of on-site dispatch center process investigation, as conducted by the 911 Dispatch/Communications Consultant, is normally additive to work completed by Radio Consultants in their efforts to assess the suitability of existing radio dispatch infrastructure equipment. Here, the consultant team would identify known limitations and target operational advantages within the existing dispatching structure (facility, hardware, and supportive functionality) and develop either modernization schemes for existing dispatch centers or models for wholly-new or consolidated 911/radio dispatch centers.

Education: Bachelors of Criminal Justice degree from an accredited university.

Experience: Minimum of ten years experience in the operations/management of public safety E911/Radio communication dispatch centers having direct responsible for the preparation of dispatch center staffing reports, workload forecasts, operational cost budgets, implementation of CAD, Radio, Telephony and related technologies. Alternately, a Bachelors of Criminal Justice degree in addition to police/fire dispatch resource management.

871-2 CONCEPT DEVELOPMENT AND REQUIREMENTS ANALYSIS
Services available under this SIN involve abstract or concept studies and analysis, requirements definition, preliminary planning, the evaluation of alternative technical approaches and associated costs for the development or enhancement of high level general performance specifications of a system, project, mission or activity. Typical tasks include, but are not limited to: requirements analysis, cost-performance trade-off analysis, feasibility analysis, regulatory compliance support, technological conceptual designs, training, privatization and outsourcing.

871-3 SYSTEM DESIGN, ENGINEERING AND INTEGRATION
Services available under this SIN involve the translation of a system (or subsystem, program, project, activity) concept into a preliminary and detailed design (engineering plans and specifications), performing risk identification/analysis/mitigation, trace ability, and then integrating the various components to produce a working prototype or model of the system. Typical associated tasks include, but are not limited to: computer-aided design, design studies and analysis, high level detailed specification preparation, configuration management and document control, prototype fabrication, assembly and simulation, modeling, training, privatization and outsourcing.

871-4 TEST AND EVALUATION
Services available under this SIN involve the application of various techniques demonstrating that a prototype system (subsystem, program, project or activity) performs in accordance with the objectives outlined in the original design. Typical associated tasks include, but are not limited to: testing of a prototype and first article(s) environmental testing, independent verification and validation, reverse engineering, simulation and modeling (to test the feasibility of a concept), system safety, quality assurance, physical testing of a product or system, training, privatization and outsourcing.
